P-CEP Anime Club Constitution

Note – Throughout this constitution, the pronouns he and his are used for simplicity’s sake.  The anime club shall in no way discriminate against females or any other person for any reason.

Purpose

The purpose of the P-CEP Anime Club is to spread knowledge and appreciation of Japanese Culture through the art form of Japanese Animation.  This will be accomplished through free screenings, open discussion forums, and regular newsletters to inform all those interested.  The club will enable students to explore a wider range of individual interests than are available in the District’s courses of study and will operate as an extra-curricular activity not directly linked to a particular course of study.  We believe Japanese Animation helps students learn about another culture and develop tolerance towards other sets of beliefs. (ref: Board Policy 2131, District Exit Outcomes D & E) 

Article 1 - Members

The anime club members shall be divided into two groups: the council and the viewers. 

The council shall be a select group of members that will run the club.  The council shall elect a President, Vice-President, and Secretary from the current council members.  A person can become a member of the council by gaining the sponsorship of one existing member, and then being voted in by a majority of the existing members. 

The role of the council is to organize the screenings and other club activities and to vote on decisions affecting the anime club.  Council members shall volunteer for designated jobs relating to any of the club’s sponsored activities.  Each council member has one vote in all issues. 

Council members shall hold their position until they resign, graduate, or are impeached.   

Amendment I: 2/24/00

Size of council limitation: Including the three primary officers (President, Vice President, Secretary), the size of the council must not exceed 12 members. 

Elections for President, Vice-President, and Secretary of the council shall take place around the middle of the 4th Marking Period to take effect the next school year.  Once elected, the President, Vice-President, and Secretary shall serve for the rest of their high school career unless they resign or are impeached.  If the position of President is about to become vacant, the Vice-President shall become President, the Secretary shall become Vice-President, and a person shall be elected to Secretary.  Should two or three positions be needed, the candidate with the most votes shall receive the highest office, the second most shall fill the next office, and third most shall receive the lowest position.  In order to run for President, Vice-President, or Secretary, the candidate must have been a council member for one whole year.  Consequentially, all candidates will be sophomores or juniors. 

The President’s role is to be the leader of the anime club.  He will have the final say in split decisions, is responsible for the anime shown and the smooth running of the screenings.  The President shall conduct council meetings, be in overall charge of all activities sponsored by the Anime club, and will have one one double weighted vote in all issues. 

The Vice-President’s main role is to be the President’s backup.  Should the President need help in any of his duties, the Vice-President will help out.  If the President is absent, the Vice-President shall take on all of his responsibilities for that meeting.  The Vice-President has one one double weighted vote in all issues, and will be in charge of the Anime club newsletter. 

The Secretary’s role is to work out scheduling and screenings with the President.  He shall be responsible for publishing information about the anime club, such as fliers and playbills.  The secretary shall take over as Vice-President, should the Vice-President be absent.  The Secretary has one one double weighted vote in all matters.   

Amendment II: 2/29/00

Votes by the three primary officers (i.e. President, Vice President, Secretary)  on a single issue count for twice as much as a regular council member in all matters.

Impeachment of any council member or officer shall only be implemented if two other council members move to impeach, and 2/3 of the total number of votes by council members support the claim that the person in question is not living up to the responsibilities of his position.  The vote will take place at a council meeting after a full hearing of the issues. 

Viewers shall simply be any people who come to the screenings and other club activities.  There is no restriction on viewer membership.  However, viewers must accept the following responsibilities:

1.    Recognize that attendance is voluntary.

2.    Leave if content is personally offensive for any reason.

3.    Provide feedback on anime shown and club functions.

4.    Follow guidelines for screening etiquette.


Viewer opinion will affect the anime to be shown and activities that will be held, however final decisions will be made by the council. 

Article 2 - Guidelines

The anime club’s council shall pick out the anime to be shown at screenings based on quality, availability and viewer opinion.  The anime will then be rated by the Sponsor, two officers, and a council member according to the rating chart attached to this constitution.  This rating will be announced before the anime is screened and will be in the newsletter the month before.  Any problems should be reported to a council member; if necessary, the president, sponsor and administration will meet to resolve it.  This club will operate within the administrative Guidelines put forth by the Superintendent regarding district-sponsored clubs, and keep community standards in mind while rating anime.  The council will show mostly subtitled anime, as it preserves the original voice acting and emotions the anime tries to convey. 

Screening etiquette shall be consistent with a classroom or movie theater environment.  The council members may develop a list of specific rules, as they are needed.  Rules shall be proposed by council members and adopted by majority vote.  The current set of rules will be kept by the secretary and will be available at every anime club function. 

Discussion meetings will immediately follow the screenings and consist of discussions over the anime just shown and anime-related news.  Ideas may be presented and commented on by anyone.  Viewers can also propose other functions not listed in this constitution, like drawing contests, fan-fiction contests, etc. to be sponsored by the anime club.  Other possible discussion topics could include Japanese cultural notes, other news around Japan, and any other anime-related topics that may come up. 

Article 3 - Constitution Revision

The constitution may be revised by the council members should 2/3 of the council vote for any proposed change. 

This constitution lays out the basic guidelines for the P-CEP Anime Club.  The club is not limited to only the activities set by this constitution.  In fact, the anime club is encouraged to provide as many anime-related activities as possible for the interested members.
